EU waste shipments are going digital - set up correctly now.

  • From 21 May 2026: Digital obligation for all transboundary waste shipments in the EU. Only sites registered in DIWASS can participate in shipments.
  • Update Annex VII / Green List: The EU Commission has recommended that Member States continue to accept Annex VII documents in paper form in the period from 21 May to 31 December 2026. Notification procedures remain unaffected.
  • ZEDAL International handles the DIWASS registration application to the authorities for companies based in Germany.

What is DIWASS?

DIWASS stands for Digital Waste Shipment System. It is the European Commission's central electronic system for cross-border waste shipments and acts as a hub for data exchange between companies, national authority systems and the EU.

The use of DIWASS will be mandatory from 21 May 2026. Notification documents and movement documents (Annex 1A/1B) must be processed electronically via DIWASS from this date.

A transitional arrangement applies to Annex VII shipments (Green List): The Expert Group on Waste Shipments agreed on 27 March 2026 that Annex VII documents will continue to be handled as before in the period from 21 May to 31 December 2026. Transmission to DIWASS is not expected during this phase. However, shipments must be accompanied by a duly completed Annex VII document. Important: The basic digital obligation does not change. The transitional regulation only applies to Annex VII shipments. Notification procedures must be carried out completely electronically via DIWASS from 21 May 2026.


The most important facts at a glance:

  • Site registration required: Only sites registered in DIWASS can be entered in a notification document or an Annex VII document.

  • All parties involved in the shipment are affected: The person who arranges the shipment (notifier), the waste producer, the transporter, the recovery or disposal facility and the competent authorities. Regardless of whether the waste is subject to notification or is a Green List shipment.

  • Interoperability: Companies can use DIWASS directly or work more conveniently via connected software solutions such as ZEDAL International, which handles communication with DIWASS in the background.

  • Special regulations for non-EU countries: A combined procedure (digital + paper) applies to shipments with third countries whose authorities do not participate in DIWASS. Further information on this can be found on the official website of the European Commission.

DIWASS registration: What companies need to do now

DIWASS registration is the basic requirement for participation in digital waste shipments. Without registration, a site cannot be entered in a notification or in an Annex VII document from May 2026.

1. check registration obligation

Every site involved in transboundary waste shipments must be registered in DIWASS: whether as a producer, person who arranges the shipment, transport company or recovery/disposal facility.

2. have EORI no. or W-ID no. ready

Among other things, the EORI number (Economic Operators Registration and Identification) is required for registration. This customs identification number is usually already available for companies in cross-border trade.

Alternatively, the Economic Identification Number (W-ID No.) can be used as the main identification number. If neither EORI no. nor W-ID no. are available, the EORI no. can be requested from the responsible customs office.

4. activation by the authority

Once the application has been submitted, the responsible authority checks the information and authorises the location in DIWASS.

Important: The activation of the federal states in eREG-D takes place successively. Do not wait for the last moment, but start the process now.

DIWASS registration via ZEDAL International - inclusive and convenient

In future, data will be exchanged via the EU DIWASS system or, more conveniently, via connected, interoperable systems such as ZEDAL International, which handles registration, document management and communication with authorities from a single interface.

Those who opt for ZEDAL International do not have to worry about DIWASS registration themselves. Company and location registration is included in the service package - for German companies included and at no additional cost from ZEDAL.

Green list: Annex VII shipments also become digital

A common misunderstanding: the digital obligation does not only apply to (hazardous) waste that is subject to notification. Green List shipments are also subject to the new digital obligation.

Current development: At the meeting of the Expert Group on Waste Shipments on 27 March 2026, the members agreed that Annex VII documents should continue to be treated in the same way as before in the period from 21 May to 31 December 2026. In most Member States, this means that Annex VII documents will continue to be completed in paper form. Neither economic operators nor the competent authorities are expected to submit them to DIWASS during this period. However, shipments must still be accompanied by a duly completed Annex VII document.

Important to note:

  • DIWASS site registration is required regardless of this transitional arrangement: without registration, a site cannot be registered even for Green List shipments.

  • Notification procedures remain completely unaffected by the transitional regulation and must be carried out electronically in DIWASS from 21 May 2026.

  • Companies that wish to voluntarily work digitally during the transition period can use the DIWASS user interface (GUI) or work more conveniently via connected, interoperable systems such as ZEDAL International.

Our recommendation: Use the transition period to prepare, not to wait. From 1 January 2027 at the latest, Annex VII shipments must also be handled completely digitally via DIWASS. Those who register now and switch their processes will avoid bottlenecks at the turn of the year.   • Can ZEDAL International also handle DIWASS registration for companies outside Germany?

    The following applies to companies based outside Germany:

    • Registered office within the EU but outside Germany: Please contact your competent authority. Registration support from ZEDAL is unfortunately not possible in this case.

  • What is the EORI number and do I need it for DIWASS?

    The EORI number (Economic Operators Registration and Identification) is a customs identification number for companies involved in the cross-border movement of goods. It is required for DIWASS registration. Alternatively, the economic identification number (W-IDNr.) can be used. Companies that are already active in international trade usually already have an EORI number. If not, this can be applied for at the relevant customs office.

  • Does the digital obligation also apply to the Green List / Annex VII?

    In principle, yes. The digital obligation also applies to Green List shipments. However, at their meeting on 27 March 2026, the members of the Expert Group on Waste Shipments agreed that Annex VII documents should continue to be treated as before in the period from 21 May to 31 December 2026.   • Can I already use DIWASS voluntarily for Annex VII documents during the transitional period?

    Yes, during the period from 21 May to 31 December 2026, DIWASS can be used to create and complete Annex VII documents: either directly via the DIWASS user interface (GUI) or more conveniently via connected, interoperable systems such as ZEDAL International.

    A combined procedure applies to shipments with third countries whose authorities do not participate in DIWASS: The electronic data exchange via DIWASS is supplemented by paper documents.
