Expert exchange digital obligation: Shaping the future of cross-border waste shipments together

In September 2025, experts from the fields of law, technology and practice came together at Niedersächsische Gesellschaft zur Endablagerung von Sonderabfall mbH (NGS) in Hanover. The aim of the meeting was to share their different areas of expertise in order to develop the best possible, legally compliant and practical implementation of the digital obligation under Regulation (EU) 2024/1157 and Implementing Regulation (EU) 2025/1290, which supports all users - from authorities and companies to service providers - in their cross-border waste shipment processes.

Common focus: interfaces and user-friendliness

 

A central focus was on the harmonisation and specification of the interface description between local systems, the central platform and external software. This involved intensive discussions on how to ensure that users can largely retain their familiar processes while new interfaces and functions are integrated in the background.

 

In-depth expertise for optimal solutions

The meeting brought together the expertise of the NGS as the competent authority with extensive knowledge of cross-border waste shipment notifications, experienced developers from InfoTech Software GmbH, who implement complex interfaces technically, and the ZEDAL team, who are responsible for practical applicability and user-friendliness.

Together, they are driving the interoperability of ZEDAL International both as a local authority system at the NGS and as a software solution for economic operators. The aim is to create legally compliant and efficient processes that work in practice without users requiring extensive retraining.

 

Progress and outlook

Thanks to the close cooperation between NGS, InfoTech and ZEDAL, the requirements of the EU Waste Shipment Regulation have been technically realised. Users benefit from a familiar application that is supplemented by the connection to the central DIWASS system (Digital Waste Shipment System, the EU Commission's digital system) in the background.

Existing customers can continue to work as usual, while new customers can get started now and establish digital processes without time pressure - supported by user-friendly software and helpful functions.
